I interpret it to mean that you now live in Brooklyn but lived formerly in Newburgh (and perhaps in other places as well).

Another interpretation is this.

You formerly lived (and were probably born) in Brooklyn, then lived in Newburgh, and now live in the place in which you are speaking.

In other words, I find this expression a bit ambiguous without any further context.
