By user base?

I'm not very sure what it means when you say "(Company Name) is the third-largest company in (Country) by user base"?

  • Can I also say " ...... on user basis"? ?
  • "By what other bases" can a company be the (second, third) largest?

I take that to mean the company has the third-largest number of regular customers. A company could also be the third-largest eg by net profits or by gross revenue or by number of employees.
