By the turn of the century

Hello,

"By the turn of the century,", is that mean after a century passed?

I would like to know the meaning of "By the turn of the century,".

It refers to the few years right before and after the hundred year period. 1897 through 1903 may be considered the turn of the prior century. Which is not to say that 1894 or 1905 wouldn't be considered "the turn of the century" either.

You're looking toward the end of the current century and predict that something or other will happen until/before the century is finished/over.
