I'd like to know whether we can use the present perfect tense so as to express the habitual behavior of the subject or a general fact.

The present perfect is for an action completed in the recent past.

If you use a verb that has the meaning of a completion of an action, then present is OK.

By the time they finish putting on their clothes, ...
By the time they are completely dressed, (state of being dressed),...

park sang joonI didn't know that "the" should not be in existence, so I have continually used the wrong expression.
The only time we use "the" with "why" is with a plural form (in the phrase:) "the whys and wherefores."
