By the summer of 1984

Are these sentences correct:
1) By the summer of 1984, they hadn't assessed the new data.
2) They hadn't assessed the new data by the summer of 1984.

3) Even by the summer of 1984, they hadn't assessed the new data.
4) They hadn't assessed the new data even by the summer of 1984.

I don't know why I don't like '1' and find the rest OK. I think '1' is emphasizing the time clause and that sounds unnatural.
I think it would work if the sentence was echoing something that had already been said.
Why hadn't they changed the system by the summer of 1984?
1) By the summer of 1984, they hadn't assessed the new data.
