Looks like play may well be called off today. The forecast for tomorrow says haze and chances of rain throughout the day. Infact locals predict similar conditons for the remainder of this Test match.
The crowd is beginning to get restless. The umpires are taking forever to decide the next course of action. The light hasn't improved significantly...

The next inspection will be held at 15:45 IST(16:15 local)

Result in this Test match would solely depend on the overhead conditions by the looks of it. ODIs affected by dew and now the Test match due to fog and bad light....

Could you please explain to me the emboldened parts?
Though I guess "overhead conditions" means "sky conditions".
