By the end of ...

Hello!

Please, I need help. What's the exact meaning of : The police are likely to capture the thieves by the end of the week ?

Do the underlined words here mean before the end of the week? If not, what's the real meaning so?

Thanks,

Klaus

Yes, that's how I understand it too: "any time before the end of the week".
