Should I put "by" or "to" into the blank?

"by" is the apt word here. But, "to" is also acceptable since it makes sense, grammatically.

I believe both "known by everyone" and "known to everyone" are correct. If there are any differences between the two, there are so subtle that only language purists would detect them and vehemently argue their differences.
