"by" or "of"

Hi!

Which is correct?

We request you to give a timely notice if the services by an interpreter will be necessary during the court sitting.

or

We request you to give a timely notice if the services of an interpreter will be necessary during the court sitting.

Or are they interchangble?

Delete the article 'a'. The word 'notice' here is uncountable.
