'by' or 'of'?

"The spending of foreigners on domestic production is called exports."

I felt that the presence of 'of' in that sentence was rather awkward so I changed it to

"the spending by foreigners on domestic production is called exports."

==>Which one do you prefer between the two? Is it ok to use 'of' in that context?
