It's a little confusing, because "the contractor" may be a general contractor who subcontracts various phases of the construction to other "[sub]contractors."
That is, all phases of the construction may be done "by or in cooperation with" him/his company.
We don't know if "the contractor" refers to an individual or to a contracting company or corporation.
