'by noon'

Hello everybody! Just got a message from somebody: "I'll be mostly available by noon..." Does this mean that he'll be mostly available till noon (i.e. 12.00 I think) and after not OR that he'll become available at that moment (12.00) and will be available after that? Or something else...? Thanks!!!
