Can I say,

The house had destroyed by (an) earthquake.

You're close to passive voice here.

But you must add the past participle of the verb "to be."

The house has/had been destroyed etc.

BTW, omitting the article before "earthquake" is possible, but somewhat uncommon.
However, we commonly say "destroyed by fire/flood."
