There are grounds, though, for taking a hopeful view. By far one of the most important of these is the fairly steady, though irregular, drop in the inflation rate from its frightening peaks of 1978-80.

But in my example, it looks like 'by far' modifies 'one'.

"by far one of the most important" is not a good phrase, in my opinion. "by far" and "one of" do not go together either semantically or grammatically.
