A common feature of all four multiverse levels is that the simplest and arguably most elegant theory involves parallel universes by default.

by default = something that happens automatically unless there's an intervention by someone/something I think it means that the theory includes/(deals with) parallel universes as its integral part, so no additional extentions/modifications to the theory must be made in order for it to support multiple universes.

I think it means that the theory includes/(deals with) parallel universes as its integral part, so no additional extentions/modifications to the theory must be made in order for it to support multiple universes.
