I heard this sentence but had no luck finding the usage online.

We work by committee.
He's a sportsman who says they play as a team.

Would you say that working by committee is correct?

I just tried and can't, but that doesn't mean anything. "We work by committee" is well inside the bailiwick of that little word "by". It has a million subtle definitions. This is a variation of one, "by means of".
