The decision to invade Iraq is not wise by any measure.

The decision to continue hiring is not helping our company's declining revenues by any measure.

Are they correct?

They are correct. The first works better, however, because wisdom is a vague concept that can be measured in many ways. On the other hand, it is fairly easy to see how hiring and revenues can be measured.
