By Any Chance

How and when do we use "by any chance"?
Should it be "By any chance do you know" or "Do you know by any chance"?

Thank you in advance @_@ !

"By any chance do you know...."

You think the person you are asking might have the information you need, but maybe not.
For example:

You are visiting a city and have never been here before. You see a person walking their dog, and stop and ask - "By any chance, do you know where I can buy a local newspaper near here?"
