By 1990 or in /until 1990 their number had doubled

Dear teacher,

I'd like to talk about the development of a bird population on an island.

I'm not sure whether I can use "by" here, like in:

"In 1980 there were about 1000 couples breeding on... . By 1990 their number had already doubled."

Or do I have to use "until" or "in" here? What I'd like to focus on is the current number in 1990, that's why "by" sounds most natural to me.

Asterix Am I right? Yes, and "until" and "in" would be wrong. By the way, numbers get a comma every three digits: 1,000.

Yes, and "until" and "in" would be wrong. By the way, numbers get a comma every three digits: 1,000. You don't do that with dates, of course.

'by' is best. 'in' seems all right. 'until' doesn't work.
