If a cut off to get into a program (by taking a test) is a 90/100, and you get a 91/100, would you say you got in by 1 point, or 2 points? I'm not sure if you say "1 point" because wouldn't that mean saying if you were to lose "1 point", you wouldn't get in? Is there a definition that would help? Thanks!

I'd say 1 point. There is no definition. Most people just do a subtraction (91 - 90 = 1) because nobody cares about extreme accuracy in such cases.
