Here's my opinion. Both are correct, but your focus is a little different.

Let's say you were driving at 100 kph, and you slowed down to 40 kph.

1. I had to slow down so much. You are thinking, '40 kph is really slow. I'm going to be late.' You're thinking more of the new speed.
