I would have used 'acquire'. It's similar to buy , but normally entails at least some kind of formal procedure. You can, however, buy a passport on the black market.

Technically, you don't 'buy' a British passport, as it remains the property of the British government. However, as you have to hand over money for it and, in normal circumstances, the government allows you to keep it, few people outside government service would find the word 'buy' strange, although few of us use it. We normally 'get' a passport..

Same in the US. But I think the reporter used "buy" because the cost of the temporary document was much higher than a normal passport that is valid for ten years!
