But rest assured, other states are sure to follow, especially since attorneys specializing in animal law are intent on making the legal system recognize and respond to the human suffering caused by the loss of a beloved pet.

I have know in the structure, "subject be sure to do" that the target of having conviction is the subject, and in the structure, "subject be sure of ~ing" that the target of having conviction is the speaker.
So, I think "other states are sure to follow" is odd; I don't think because of what the author is convinced of, that we will rest assured.
I'd like to know what you think about this.
