It seems a typo to me: I am not familiar with that collocation. I would delete 'but' as a mistake. And does the writer mean 'cabin'?

Hi Mister Micawber,

I had but the time to gain the shelter of my cabinet.

What is 'but the time'? I had to gain the shelter of my cabinet, except I didn't have the time to do it.

Thanks

I had but the time = I had only/just enough time.
