'BUT IN NO WAY ON THE SAME LEVEL AS ...'

Hi, I don't uderstand very well the meaning of this sentence:

'Romney had been influenced by but was in no way on the same level as Lord Buckley'
Does it mean that Romney had been influenced in a very special way by Lord Buckley?

Somone could explain it to me?
