.... but had other S&P managers overrule them. issue

Hello,

I have read this article (read more) and I am not sure with this sentence I don´t know why in the sentence was used overrule. I think it should be overruled.

The Times reported the investigation centers on alleged cases in which the company’s analysts sought to award lower ratings on mortgage bonds but had other S&P managers overrule them.

Can somebody explain this to me?

"Overrule" is correct. But how to explain it is not easy. Native speakers know stuff like this instinctively, but explaining it is another thing altogether.
