Be careful with these. They can create ambiguous sentences.

1) But for Germany it would be a momentous step.

1a) If it weren't for Germany, it would be a momentous step.
1b) But it would be a momentous step for Germany.

Does 1) mean 1a) or 1b)? Nobody knows without further context.
