The "but" certainly does seem out of place. I don't see what it contributes to the meaning of the sentence.

I think "yes" on the secret.

I don't think the two lights are related. Spotlight is figurative - the local hero headline.
Keep the spotlights out of our little town. Keep 'em in Hwd, where they belong (both literally and figuratively).

the spotlight? As in he's better off not being under it?
