Hello,

1. The step was taken but rarely.

I have to rewrite the above sentence using 'not' without changing the meaning of the sentence.

A. The step was not taken frequently.

B. ?

2. Every mother loves her child.

I have to rewrite the #2 in negative form without change in meaning.

A.There is no mother but loves her child.

B. ?

The #2 is an example in my book, but I could not understand it.

Could anyone explain and correct it?

That's possible, but I think often is more natural than frequently.

That does not sound very natural to me. I'd go for There isn't a mother anywhere who doesn't love her child.

This usage of "but" is formal or literary, and can sound old-fashioned. It will work in some cases, but if you try to use it to create conversational sentences then they will probably sound weird.
