I can't understand the usage of this but below:

7.That . . . not. Used after a negative or question: There never is a tax law presented but someone will oppose it.

Does the sentence above mean: There never is a tax law presented but no one will oppose it / There never is a tax law presented but everyone will dismiss it ?
