Business term "back order"

Hi:

In the following business situation, what does the word back-order imply? Does it imply that the supplier cannot make delivery since there is no inventory or it implies other reasons for which the order cannot be filled and the customers have to be prepared to wait for some time. Please kindly explain. It's best to give an example.
