Hi, I wouldn't really call this a proverb, since a proverb is an old and traditional saying that is part of a cultural heritage. It sounds like a reworded version of the reasonably well-known saying, 'Well begun is almost done'. Note that 'begun' and 'done' rhyme.

This is from a long tradition of the western work ethic, going all the way back to ancient Greece:

Plato The beginning is the most important part of the work.

" Accomplish or do not begin "
Has anyone heard of that?

No, but it sounds like something Yoda would say.
Try not. Do.
