Bush Unveils Plan to Ease Holiday Air Delays

Look at the below para: (you can also find at http://www.nytimes.com/2007/11/15/washington/15cnd-air.html?hp - last para of the news column)

"On Sept. 27 the president summoned the Secretary of Transportation to the Oval office for talks about easing air traffic delays. One result was to convene meetings at the Transportation Department with the airlines, to try to pare flight schedules at Kennedy International Airport. Those negotiations are continuing, with the government threatening mandatory flight controls if no agreement is reached by the end of the year."

To me, the 3rd sentence looks awkward. Can anybody throw some light on this?

The sentence seems OK to me. Is it the "with" that seems awkward to you?

"Those negotiations are continuing. Meanwhile, the government is threatening mandatory flight controls if no agreement is reached by the end of the year" would express the same idea.

That's an illustration of a with ... -ing construction. Here's the meaning:

Those negotiations are continuing, and (at the same time) the government is threatening mandatory flight controls ...

Sometimes the with is omitted.
Sometimes this is called an 'absolute' constuction, especially without the with.

Now I got it right. With the meaning you provided, the sentence looks correct.

However, that meaning doesn't fit to the context; this was the reason why I felt it is awkward. If you look at the whole news, Government called all the airlines to resolve the issue. How come government threatens the mandatory flight controls? Does it mean that government opposes the airlines that have mor

If the airlines can't agree how to do it themselves, the government will step in and do it.
