Bulk of, at the bottom

Hi,

1) The bulk of the ads were made up of .... or The bulk of the ads was made up of."

Are both possible depending on whether I put an emphasis on 'bulk' or 'ads' or should I stick to the plural form?

2) I came across this sentence in a math question written by an English native speaker.

"There is a hole at the bottom of the bucket." Shouldn't it be 'in the bottom'?
