bulk

I went to market and saw a sign on carrots. The sign read, "Bulk, 69 cents/ lb"

I looked up some dictionaries and they all said that buying/selling things in bulk meant buying/selling things in big amount.

This was not true when I did the purchase. The fact is I could purchase any amount I wanted even with a small amount.

So, I'm wondering what 'bulk' means here? It seems to me, it simply means the opposite of 'packed'. Is it true? Why dictionaries do not have such a definition?
