Built up in character/circumstances

Hi

We must never pray for tasks equal to our strength, but rather for strength equal to our tasks. It is we who

have to be changed, not our circumstances. We have to overcome our circumstances and limitations, by growing beyond them. When we become changed, our circumstances and environment become changed correspondingly. We can become built up in character only to the extent that we overcome in thought.

Does "circumstances" mean something like "life situtation" or maybe "conditions"?

Does "built up in character" mean that our character becomes stronger? So we can strengthen our character only to the extent to which we can win in our thoughts?
