Budget is a four-letter word?

I was reading an article on Inc. Magazine's website and there was this "recommended slideshow" section that read:

Business ready Budget is a four-letter word at most small companies, but keeping one is a necessary evil. As you plan your spending for 2015, you might keep track of these upcoming business gadgets (a few of them are already shipping). They can give you that razor-sharp competitive edge.

So I wonder... is this "is a four-letter word" thing some kind of idiom or something like that? Or was it just a plain mistake?

Many swear words have 4 letters: ****, ****, ****

It was supposed to be cute and clever. A four-letter word is a euphemism for a "dirty" word or a word one shouldn't say in public or in front of children or certain other sensitive people. It doesn't mean the word or phrase has four letters, but it is taken from the fact that many unpleasant words do have four letters, as the previous answer indicates.

This means that people there don't like to use the word 'budget'. They don't want to talk about a budget
The implication is that such companies don't even have a budget .
