This is from Gilmore Girls. A bunch of guitar players playing on the street were being told by Tylor they would be removed by authority. Then Tylor said bye bye to them. The female player in front of Tylor then said that BTK sentence.

This is probably old but noticed nobody had answered. BTK was the nickname of a serial killer from Wichita. He would bind, torture and kill his victims. This phrase is used several times in reference to Taylor on the Gilmore Girls, I think he resembled the real life killer.
