But doesn't using "bring" mean I have to be at the location of the party at the time of speech?

Your non-existent context indicates no relative locations, Rocky.

If a friend were at my house and having a party at his house the day after, I can imagine him saying "Bring a friend to my party if you like", but, in the same context, I can't imagine how/why I could say to my friend "Can I bring a friend?". How do "bring" and "take" work in such a context?

The speaker's viewpoint: is he thinking of he and his friend leaving from this point, or is he thinking of he and his friend arriving at that point?
