Yes, this means upstairs or 'to a higher position or place'. I have understood your answer that 'bring up' is not used the way it has been used in my original question:

The rising population brought up tall buildings (to/in the city).

I haven't used phrasal verb 'bring up' here. My confusion is that a meaning of Up is 'to the place where someone is' or 'to a place that is close to someone'!
