1) bringing a formal end to years of arduous negotiations
2) bringing years of arduous negotiations to a formal end

Is there a meaning difference between 'bring an end to something' and 'bring something to an end'?

#1 perhaps stresses a little more the idea of ending.
#2 perhaps stresses a little more the years of arduous negotiation.

I find #1 more elegant English.
