Briefs -- are they singular or plural?

Is briefs (as in underwear) singular or plural? Can we say a pair of briefs? Can we say: he was wearing a brown pair of briefs? Are there alternatives for the words underwear/undergarments?

Is briefs (as in underwear) singular or plural? His briefs are blue.

Can we say a pair of briefs? Yes.

Can we say: he was wearing a brown pair of briefs? Yes. I think a pair of brown briefs may be a little more natural.
