The average age of the US's bridges is around 40 years.Most of them are in poor condition and seriously in need of repair. However, the problem is likely not to go away in the foreseable future as it requires more than one trillion dollars to fix or replace them.

Clive, Could you help me understand why 'is' is wrong or not preferred? I have no problem with 'would' but wonder how good/bad 'is' is so I won't repeat the same mistake in other contexts.

Hi,
I think you mean 'requires', not 'is'.

I chose 'would' because the expenditure of a trillion dollars seemed pretty unikely to occur.

I wouldn't argue that 'requires' is absolutely wrong.
