Well, when I say "I'm breastless," which I have been known to do, I'm referring to the very small size of my *******. So I would assume Jude is too.
I think "break out" in this context means to stop conforming to the rules, to go a little wild, maybe wear something a bit outrageous, get out of whatever rut she perceives herself to be in.
