Breaking the rule is the norm here

It was completely a chaotic situation, to say the least: a long jam of traffic, with none obeying the traffic signals or rules and every vehicle trying to overtake the other, no matter whether there was space for that or not. Breaking the rule is the norm here.

Are there any mistakes? Thanks.
