Breaking out/up

How do you casually say when you are not able to hear what someone is saying on the phone because there is a lot of static?

1. I cannot hear you clearly. You are "breaking out."

2. I cannot hear you clearly. You are "breaking up."

I have heard both, but i heard that 1 is not correct, please let me know.
