How does /breakdown' differ from 'failure' and 'crisis' in:
...turning localized breakdowns into cascading failures or fi nancial crises.

A breakdown isn't necessarily a problem:
"The computer broke down, so he just used a spare one."

But a crisis is:
"The computer broke down and the whole company was in a crisis as everyone had to stop working just at the most critical hour!"

Failure is more general than breakdown, and doesn't have to involve anything breaking; often failure involves non-action:
