Naomi doesn't like Japanese boys that care too much about their fashion.

Which does this sentence mean, a) or b)?
a) Naomi doesn't like all the Japanese boys because she thinks they care too much about their fashion, or
b) Naomi thinks some of Japanese boys care too much about their fashion and she doesn't like this type of boys, ( but she can like other Japanese boys if they don't care about their fashion)??
