The expression "bottom line" comes from the sales ticket (bill of sale). The total cost including the items purchased, taxes, less discounts are on the bottom line of the ticket.
So it is more like the "complete, total, all-inclusive"

I think she misspoke. She is giving "rock-bottom" recommendations, least possible. "Bottom-line" means what you thought it did.
