Both to and toward in a sentence

There is another group of people to whom we should feel gratitude toward.


Is the sentence above grammaticaly right?

I think it is made up of two sentences

1.There is another group of people.

2.We should feel gratitude to(toward) them.


I doubt the sentence must have only one preposition ('to' or 'toward') in.

Please let me understand the sentence.
